Shoptalk with Sherrie – March 6, 2023


Thank you to all our presenters, sponsors, suppliers, and attendees of our 2023 Construction Executive Summit! It was such a successful day full of learning and networking. We can’t wait to do it all again next year!
Here are some of the items we are working on this week:

Key bills of focus:
  • E2SHB 1170Environment, Energy & Technology – SHR 1 and Virtual J.A. Cherberg – 3/10 @ 8:00 am. Remote Testimony Available.
  • E2SHB 1181 – Climate Change / Planning - Improving the state's response to climate change by updating the state's planning framework. Comments: Focused on land use and VMT. The concerning part in the legislation is yet another attempt to limit movement and free enterprise for the use motor vehicles by applying a VMT limit.
A few bills we support:
  • SB 5088 – Contractor Registration – Adding references to contractor registration and licensing laws in workers’ compensation, public works, and prevailing wage statues. Comments: WCIC Supports.
 
  • 2SHB 1013 – Regional Apprenticeship Programs - Establishing regional apprenticeship programs. Comments: This workforce development legislation is focused on rural communities - attempting to develop pre-apprenticeship programs meant for harder to reach industries in rural communities. The bill establishes two pilot programs to get real, on the job training in high school.
 
Other bills to watch out for include:
  • SHB 1282 – Public Building materials - Requiring environmental and labor reporting for public building construction and renovation material. Comments: This is the buy clean, buy fair legislation being promoted to use EPDs to calculate embodied carbon reductions in public buildings. The bill also would set standards for forest certifications through sourcing requirements and require all building materials to provide labor data related to sourcing, production, and delivery.

Community News                                                       
  • AWB will be hosting their spring meeting May 9-11 at the Vancouver Hilton. Come together with Washington employers and gain new insights into the economic and policy issues that impact businesses. More here.
 
  • I-205 Toll Project Webinars- The Oregon Department of Transportation (ODOT) will hold two online webinars for the general public to learn more about the planning tolls on the Abernethy and Tualatin River bridges to pay for improvements that will reduce congestion and improve safety.   • Action requestions for a proposal to amend the Comprehensive Plan text to clarify that extraction of mineral resources requires a conditional use permit consistent with CCC40.250.022(C)(2)(a). This is a non-project action to amend the comprehensive plan text to clarify that extraction of mineral resources requires a conditional use permit consistent with existing code language in CCC40.250.022(C)(2)(a). Please Note:  A Planning Commission hearing has been scheduled for this item for Thursday, March 16, 2023 at 6:30 p.m.  More information can be viewed on the Planning Commission webpage here.
