HB 1308: High School Graduation Pathway Options While the bill was modified, requiring a student to still show proficiency in at least math or English, the
key tenants of the legislation will support requirements to develop early alternatives for students to learn through real-world experiences. Equally as important, the legislation requires families to be provided with information about the alternative pathways regularly beginning in the 8th grade. SWCA also showed support for the bill, meeting with the prime sponsor and testifying. This bill was delivered to the Governor for signature. Effective Date: 7/23/23
HB 1013: Regional pre-apprenticeships - SWCA directly engaged on the legislation, providing testimony and meeting with key legislators on the education committee. Our Voices was also partnered with local community partners in support of the bill.
This bill was signed into law by the Governor. Effective Date: 7/23/23
SB 5528: Retainage requirements for contractors/subcontractors - The legislation allows an owner, contractor, or subcontractor to establish retainage in an amount equal to not more than five percent of the contract price of the work completed for nonpublic works projects. In lieu of retainage, a subcontractor may tender, and a contractor or owner must accept, a retainage bond in an amount not to exceed five percent of the money earned by the contractor. Effective Date: 7/23/23

- The new Skilled Trade Center (STC) will be hosting a ribbon cutting ceremony at Evergreen High School that will take place on Tuesday May 16th, from 10:45 am – 11:45am.
- Later that evening from 4:30 pm – 6:30 pm, there will be an open house.
- at the event, RSVP to Chandler Eby, and attach a single PowerPoint slide that includes your logo, and information about career paths and starting salary as well as 2-4 year salary potential.
- AWB will be hosting its spring meeting May 9-11 at the Vancouver Hilton. Come together with Washington employers and gain new insights into the economic and policy issues that impact businesses. More here.
